No, you cannot withdraw Prime yet. You will be able to withdraw Prime or exchange Prime after the wallet is made available, thus an announcement that informs you about the accessibility of your token.
Prime launched Phase 1 of the project on 24/04/2021. During Phase 1, your balances are being recorded with a guarantee of withdrawal when wallet is made available. Transfers of Prime are restricted until it's listed for exchange.
